For simple sites, you can always take the code, or even use programs, as it is fairly simple. However, when there is a more complex coding, and when you want it to do a bit more than simply offer information, it hiring so doing would be the best way. Not only in terms of design, but security is also key to ensuring a quality site. If the site is a portal for businesses, security would positively be the issue here.
